Out of that chaos the Allied Shinobi Forces will be born.

An urgently convened summit

After Pain's assault on Konoha, the Fourth Raikage convenes an extraordinary summit to organize a response to the Akatsuki, which has already sealed seven of the nine Tailed Beasts.

The Raikage is furious: the Taka led by Sasuke attacked his brother Killer Bee. He also refuses the plea of Naruto, who came to ask for Sasuke's pardon.

The five Kage assembled

Five seats: the Raikage A for Kumogakure, Gaara for Sunagakure, Onoki for Iwagakure, Mei Terumi for Kirigakure, and Danzo for Konoha.

Why Danzo and not Tsunade? Because she has been in a coma since Pain's assault. The daimyo of the Land of Fire designated Danzo as the candidate for the post of Sixth Hokage — without him ever being formally installed.

Danzo unmasked

The debate quickly goes off the rails. Ao, one of Mei's guards, detects with his Byakugan that Danzo is secretly manipulating the arbiter Mifune with a genjutsu.

The power used is none other than the Kotoamatsukami of Shisui's Sharingan, which Danzo had stolen. Unmasked, he is discredited.

Sasuke's attack

That is when Sasuke and Taka infiltrate the summit. Sasuke defeats the samurai, then takes on the Kage: he wounds the Raikage, who loses an arm.

Danzo takes advantage of this to flee. Just as Onoki is about to pulverize Sasuke, Tobi — posing as Madara — appears and teleports him away along with Karin to save him.

The birth of the Allied Shinobi Forces

Before the Kage, Tobi declares the Fourth Great Ninja War and reveals his Eye of the Moon Plan. Faced with the threat, the five nations form, for the first time, the Allied Shinobi Forces.

The Raikage A is elected its supreme commander, with Gaara as commander of the field forces. Shortly after, Sasuke catches up with Danzo and kills him; Danzo crushes Shisui's eye as he dies. Kakashi is for a time considered for Hokage, before Tsunade wakes up.

A camp where shinobi from several villages cross paths, among tents and crates of equipment, at the foot of cliffs — For the first time, the five nations pool their forces under a single command.
