Around age nine, the Kirigakure academy that killed
The fourth databook, pages 186-187, gives a figure that places Mei Terumi's childhood: it was around age nine that she had to undergo the graduation ritual of the Kirigakure academy. At the time, graduating there did not mean passing an exam but fighting your own classmates to the death, with only the survivors reaching the rank of shinobi. The stated goal of the practice was to eradicate emotion in favor of combat efficiency. It was abandoned only after a young Zabuza Momochi slaughtered an entire graduating class, a scene reported in chapter 14, pages 5 to 7.
The novel Kakashi Hiden: Lightning in the Icy Sky adds a detail that changes how this ritual reads: it applied only to families annexed by Kirigakure after being defeated in battle. Since Mei took part in it, the inference is that her family was among those the village had conquered. The nuance deserves to be stated plainly: the reasoning is a deduction resting on a novel, not a fact the manga establishes on its own.
The novel Sasuke Shinden: Book of Sunrise sums up those years in a single phrase: having lived through the dark days of the Bloody Mist, she fought covered in the blood of others and her own on behalf of the village. That past explains her curtness whenever Ao dwells on the old days: in chapter 456, page 14, she reminds him that the nightmare of the Fourth Mizukage has long been over and that he can stop talking about the good old days.

The reformer of Kirigakure
Mei Terumi becomes the Fifth Mizukage of Kirigakure after the end of the reign of Yagura Karatachi, whom she holds to have been manipulated by a genjutsu of Tobi, that is, of Obito Uchiha. The handover comes down to a single image: in chapter 454, pages 6 and 7, Genji, the Elder of Kirigakure, hands her the Mizukage hat and she swears on her name as Mizukage to carry out her duty. The Second Fanbook, page 123, sums up what her term was: reforming internal policy and restoring diplomatic relations.
That a kekkei genkai holder should reach the office makes sense in this particular village, where shinobi with a hereditary bloodline had been feared and persecuted: her rise reads as a sign of change, and she herself declares the village's dark era over. It is better, though, not to credit her with a decree of abolition: what is documented is a reform and a diplomatic reopening. The novel Sasuke Shinden further specifies that she ran up against the legacy left by her predecessor and against the village's own history.
The anime tempers the image of a page turned all at once. In episode 394, Kirigakure receives from the Fifth Kazekage and the Hokage an invitation to a co-hosted Chunin Exam; after listening to her advisors Genji and Ao, Mei declines. In episode 147, her hunters are still tracking the rogue ninja Utakata, jinchuriki of the Six-Tails (Rokubi), and one of them suggests that Mei has stepped up research into harnessing the power of jinchuriki — which is why, in his view, an execution remains unlikely.

The power of Lava Release
Chapter 466, page 6, establishes that Mei possesses two elemental kekkei genkai , which remains exceptional: her profile in the game Naruto Mobile even presents her as the only shinobi to possess two nature transformation kekkei genkai. The first is Yoton, Lava Release, a combination of the Fire and Earth natures. In her case, this kekkei genkai does not produce molten rock but an acidic sludge capable of corroding just about everything it touches, flesh included.
The technique has a name, Yoton: Yokai no Jutsu, the Monstrous Dissolution, and requires six hand seals — Dog, Boar, Tiger, Ox, Rat, Bird. The fourth databook, page 302, details how it works: Mei converts her chakra into acidic fluid inside her body, decides its shape and quantity, then spits it out. At short range the jet gains speed; spread over a wide area it becomes a wall of acid where anything that enters loses its shape. If the shot misses, the smoke it gives off serves as a screen to follow up.
Two caveats come with this power. The Jin no Sho, the fourth databook, page 302, states that this form of Yoton can be used by her alone, a claim the rest of the franchise complicates, since the same acidic sludge is later attributed to Boro, of the Kara organization. The rendering also differs by medium: in the games, the films, and initially in the anime, the attack is drawn as lava and not as sludge. On Madara, the measured effect is clear: prolonged exposure partly melts the ribs of his Susanoo.

The power of Boil Release
The second kekkei genkai is Futton, Boil Release, a combination of the Water and Fire natures. Like Yoton, it takes different forms depending on the user: with Kokuo and its jinchuriki, it is steam produced by bringing chakra to a boil; with Mei, it is a corrosive vapor whose acidity she sets herself. Being a gas, it fills enclosed spaces very quickly and dissolves most materials after even brief exposure, allies included.
The technique is called Futton: Komu no Jutsu, the Acid Mist, and requires only a single hand seal, the Horse. The fourth databook, page 292, goes further than simple corrosion: the mist melts bodies, but it also nullifies chakra defenses and barriers. Its flaw is structural: its effects are indiscriminate, which rules out using it where allies are present. If it escapes the confined area, Mei can bring its pH back to a safe level, as in chapter 466, page 12.
Two nuances deserve to be kept. The wording is cautious about her immunity: the user seems to be spared, the argument being that Mei used the mist in an enclosed space without endangering herself, which does not establish formal immunity. And this corrosive form is not hers alone: the novel Sasuke Shinden attributes its use to a second shinobi, Futsu. Viz's English translations, moreover, render Futton as "Vapour Style."

At the Kage Summit, Kirigakure in the dock
The Five Kage Summit opens on an indictment. The Fourth Raikage lays out his suspicions and names Mei and her village as the least trustworthy: the meeting is about the Akatsuki, and the organization is reputed to have been founded in Kirigakure. Against Ao's advice, Mei publicly acknowledges that many at home hold her predecessor to have been manipulated. When Tobi's involvement comes to light, the mediator Mifune proposes an alliance led by Danzo Shimura, and judges that Kirigakure's supposed ties to the Akatsuki make Mei unfit to lead the force tasked with eliminating it.
She is preparing her countermeasure all the same. Suspecting that Danzo's mind-control dojutsu may be of the same nature as what manipulated the Fourth Mizukage, she orders Ao not to let him out of his sight and says she is ready to face him. Two more gestures set her apart from her peers: she listens to Gaara and defends him against the Third Tsuchikage's manners, and she reproaches the Raikage for snapping Zetsu's neck, an information source lost. To the Eye of the Moon Plan she opposes a single sentence: neither hope nor dream, only an escape.
She is then the first to argue that Naruto and Killer Bee must be protected. The journey back to Kirigakure delivers the scene that sums up her intelligence: in chapter 473, pages 11 to 17, Ao asks her to undo the seal that protects his Byakugan. Since he would never ask her that, she understands that his body is still being controlled, pretends she is able to do it, and thereby forces Fu Yamanaka to reveal himself. She then borrows Chojuro's Hiramekarei, and beats Ao senseless when he calls her an old hag, without knowing that he had just been freed.

The sealed room of acid mist closed on Sasuke
The confrontation plays out over chapters 465 and 466. Sasuke bursts into the summit hall to kill Danzo, who flees; Mei blocks his path with Yoton and warns the Tsuchikage to stand aside if he does not intend to join the fight. Chojuro then drives Sasuke back into an adjoining room with a blow from the Hiramekarei, and Mei shuts herself in there with him to fill the room with corrosive mist.
The effect is measurable: weakened, Sasuke watches the ribs of his Susanoo melt before his eyes, and the fourth databook, page 292, holds the episode up as proof that the mist nullifies even chakra protections, including an armor presented as an absolute defense. The technique will not run its course, however: the Spore Technique of Zetsu seizes Mei before she can finish and transfers her chakra to Sasuke, who breaks through the wall and returns to the summit hall.
Two cautions to close. Nothing allows us to claim that the mist would have killed Sasuke: we know she was interrupted, not that the outcome was settled. And the gesture that defines the character comes right after: rather than let the mist spread toward the other Kage, she neutralizes its acidity, in chapter 466, page 12. Her line in chapter 466, page 8, sums up the tone of the duel: it breaks her heart to melt a handsome boy, but he is going to have to die.

Kage of the Fourth Great Ninja War
With the approach of the Fourth Great Ninja War, Mei proposes that the villages pool their intelligence networks to locate the Akatsuki's base, then receives a specific assignment: command of the brigade charged with protecting the daimyo, a unit that appears in chapter 526 of the manga and episode 261 of the anime. She lays out the chosen plan to the Daimyo of Frost: a rotation among five separate safe houses, with ninja and traps left at each stop.
Black Zetsu is sent to seize the daimyo to use them as bargaining chips for the Eight-Tails (Hachibi) and Kurama. At the first safe house he finds only the trap, vaguely lookalike dummies; when he does find them, Mei intercepts him with a kick and warns him that he will have to beat her whole team. A clone of Naruto then appears: the manga shows her thrown and uncomprehending, the anime lets her recognize the newcomer. It is Chojuro who takes advantage of the diversion and pins Zetsu to the ground.
When Genma learns from Shikaku that the real Madara Uchiha has been reanimated, Chojuro assures Mei that he can hold this front alone, and she takes the measure of how far her bodyguard has come since the start of the conflict. She is then transferred to the front line by the Flying Thunder God Technique, performed jointly by Genma, Raido, and a third member of the Hokage Guard. There she joins the four other Kage, gathered against a single opponent.

Facing Madara: what she actually did
The order of events matters, because it is often reversed. To give Tsunade time to heal Onoki and Gaara, Mei and the Fourth Raikage unleash on Madara Uchiha lava offensives and lightning-charged physical strikes: it is these attacks that force him to deploy his Susanoo, in chapter 563, page 8. The Hiding in Mist Technique comes afterward, page 11 of the same chapter, and serves to block Madara's view during the assault led by A and Onoki.
Two technical contributions follow. In chapter 577, she counters the Great Fire Annihilation with a Water Pillar, then immediately reuses the same volume of water to form a giant water dragon that hurls Madara into the air. In chapter 588, taken up in episode 339 and catalogued on page 328 of the fourth databook, she forms with the Raikage the Electric Water Dragon, with Gaara mixing in his sand: she kneads her chakra, converts it into water, expels it in the shape of a dragon, he charges the water with lightning, and the impact numbs the target.
The rest comes down to clear-sightedness. She warns the other Kage not to inhale the pollen from the forest Madara created, but the warning is not enough and they all pass out. When Madara announces that he will go after Tsunade first, she sees in it the elementary tactic of taking down a squad's medic; he corrects her, it is the Senju heredity he is targeting. In chapters 590 and 592, she says they are finished without ever stopping fighting: the five Kage are defeated and gravely wounded, then healed thanks to Karin and Tsunade.

The Moon, two novels, and retirement
Two years after the war, the film The Last: Naruto the Movie shows her at work — as the Moon descends toward the Earth, she destroys with Water Release and Lava Release the meteorites that have broken off it and saves her village. When Kakashi begs the Raikage to halt the bombardment of the Moon, where Naruto and his team are, she is the one who backs him up: the hero of the previous war is, she says, a man worth betting on. The sequence belongs to the film, not to the manga.
The novels give her two distinct roles. In Kakashi Hiden, the Kage inspect the Blood Prison to assess its new warden, Kahyo: she freezes the Raikage's beard, and the humiliation dealt to A is enough for them to confirm her in the post. In Sasuke Shinden, Mei watches a ship of a hundred Kirigakure shinobi set sail to train with Kumogakure and measures the distance traveled since the Bloody Mist, knowing that some will reject this peace but that it is worth defending.
The ship is intercepted and its men forced by a dojutsu into suicide attacks on the hidden villages; once the matter is settled, Mei asks the Hokage that Chino, Nowaki, and Amuda join Kirigakure to address the injustices that produced them. She then hands the title to Chojuro. What follows belongs to the anime: retired, introduced to a Konoha class by Kagura Karatachi, she waves off the praise, then alerts Anko and Shino to the maritime designs of the Land of Water; after the theft of the swords of the Seven Ninja Swordsmen of the Mist, she proves the collusion of forces from her own country with the Land of Waves.

Why Kishimoto made her thirty-something and eager to marry
The character's conception is documented by her author. Masashi Kishimoto recounts that he wanted to give the office of Mizukage a share of allure and therefore could not make the character too young: hence her thirties. The very long hair and elaborate hairstyle serve the same purpose. And it is because of that age that he decided to make her eager to marry. He adds that it took him a great deal of trial and error to get the silhouette he wanted, already wearing high heels from the first sketches.
The figures on her profile come from the fourth databook, pages 186 and 187: born May 21, blood type AB, thirty-one years old in Part II, 174 centimeters for 53 kilos. In the Boruto era, the profile drops to 170 centimeters, her hair now falls only to the small of her back, and fine lines appear at the corners of her mouth. A word about her name: the kanji 照美 mean "radiant beauty," but the katakana furigana and the lengthening of the "i" indicate that another meaning is intended.
Twelve years after the war, she is still single and complains about the scarcity of suitable men. The running gag has its references: in chapter 454, page 8, Ao scolds Chojuro for not acting like a man, Mei mishears and answers with a smile that she will kill him; another time, she hears him say she is past marrying age. In chapter 562, page 13, she tells the Hokage Guard that the only thing she plans to do late is get married. In the Infinite Tsukuyomi, her dream is her own wedding, celebrated before the four other Kage.
