A Threat Born After Shippuden
Kara belongs to the Boruto era, decades after the end of Naruto Shippuden. It is often compared to the Akatsuki: a secret society of elite shinobi that threatens the world.
But be careful, the resemblance stops there. It is a thematic analogy, not a continuity: no shared members, no story link between the two organizations.

Isshiki, the Real Leader Behind Jigen
At the head of Kara, the world thinks it sees a monk named Jigen. In reality, the one in command is Isshiki Otsutsuki, a member of the clan who once came to Earth with Kaguya.
Betrayed and left for dead by her, too weakened to act, Isshiki took refuge in the body of the monk Jigen, marked him with a Karma and gradually took control of him. Jigen is only the host: the brain is Isshiki.

Inners and Outers: Two Circles
The organization is built around two circles. The Inners form the elite: overwhelmingly powerful shinobi, most often marked with a Roman numeral tattooed on the face, and augmented with scientific tools and cyborg implants.
Around them orbit the Outers, ordinary agents embedded in society — scientists, merchants, politicians, sleepers. Useful to the organization, but considered disposable.

The God Tree and the Chakra Fruit
Isshiki's goal pursues the old Otsutsuki plan: growing a God Tree on Earth to harvest a Chakra Fruit, even if it means draining all life from the planet.
To this is added a more personal quest: finding an ideal vessel to reincarnate into a better body. That role was meant for Kawaki, the child shaped to receive him. It is the same objective as that of Momoshiki, encountered in the Boruto movie.

The Moles Who Brought It All Down
Isshiki's downfall does not come from the outside, but from the very heart of Kara. Two Inners were playing a double game: the chief scientist, Amado, and Kashin Koji, a clone of the Sannin Jiraiya created by the latter to kill Isshiki.
Their loyalty was only a facade. Once the trap had closed, Amado defected to Konoha and handed over all the organization's secrets, while Naruto and his allies delivered the final blow.

Code, the Last Heir
When Isshiki dies, only one loyal follower remains: the Inner named Code, bearer of a rare white Karma. Before vanishing, Isshiki bequeaths him his “will” — the order to grow the God Tree and to become an Otsutsuki himself.
Code then sets about detaching pieces of the Ten-Tails to turn them into soldiers. Since Boruto is a work still ongoing, the future of Kara remains to be written.

FAQ
-
Is Kara the same thing as the Akatsuki? No. Kara is an organization of the Boruto era, decades after Naruto Shippuden. It is often compared to the Akatsuki, but that is a thematic analogy: there are no shared members and no in-universe link between the two.
-
Who really leads Kara?Isshiki Otsutsuki, a member of the Otsutsuki clan who commands through the body of the monk Jigen, possessed via a Karma mark after being left for dead by Kaguya. On his death, he bequeaths his “will” to the Inner Code, but the organization effectively falls apart.
-
What is the difference between Inners and Outers? The Inners form the elite circle: overwhelmingly powerful shinobi, most often marked with a Roman numeral and augmented with scientific tools and cyborg implants. The Outers are ordinary agents embedded in society, useful but disposable to the organization.
-
What is Kara's goal?Under Isshiki, to grow a God Tree on Earth and harvest the Chakra Fruit: the continuation of the Otsutsuki plan once carried out with Kaguya. Added to this is the search for an ideal vessel for Isshiki's reincarnation, a role meant for Kawaki.
-
Were there traitors inside Kara?Yes: Amado, the head of research, and Kashin Koji, a clone of Jiraiya created by Amado to kill Isshiki. Amado then defected to Konoha. After Isshiki's death, Code inherits his “will”, but Kara no longer really exists as an organization.
In summary
Kara is not a simple copy-paste of the Akatsuki: it is the mask of a fallen god, a scientific war machine serving a plan as old as the world. And its real weak point was not a hero, but two traitors lurking within it.
